Leverage

It took time and man for Suzuya to climb to this position of management.
By picking up where the wall and all protections fell, Suzuya managed to build her army and had her way to explore the message from Wanges:
“To protect, we need weapons. And this, as you can see, this is the weapon designed for this era,” Suzuya said while she had her arms open.
If it was not for Suzuya and other Kanmusus’ help, Fenrir might face bankruptcy due to the total silence of Aragamis and the failure of the transformation into a biotech company.

Wanges was impressed by the way Suzuya “explained” her message written in the letter, but she was curious that how did she exactly make all of these work.

Suzuya told Wanges that she could be unfamiliar with Oracle cell or any other related techs, but she got strategies in her pocket.
“Fenrir exists because of Aragamis, just like the case of Chinjufu. We both fight the enemy that put the people in great danger. And we both cannot afford to lose.”
There was fire in the eyes of Suzuya's, and Wanges could see through it:
It was the burning fire of immovable determination and the resolution of walking to the very end of this chaotic path.

“Regain what we have lost, and bring back what you have lost.”

This was the message that Wanges passed down to Suzuya and her teammates back to the time when they were in the hibernation machine.
Instead of giving an order or a specific instruction, Wanges used vague words as the scattered pieces of real peace. The peace she had dreamed for years and followed with a detailed and sophisticated plan.

At first, Wanges didn’t include herself in the plan but her friend Spark somehow saved her life, making her had no choice but to continue leading Kanmusus.

Since Spark was the one who brought her back to the game, Wanges would wait for the right time to reveal the entire plan to her subordinates:
When they have sufficient knowledge regarding the world and perceive their irreplaceable roles, Wanges would introduce the “New World System” to them.

“I am glad you are doing so well. So, back to the business, I suppose you are aware of the reason for my arrival,” Wanges said.

“The stolen Mineral Coins and the possible impact to the Western market.”
“Yes.”
“Well, then I think I can help you. However, with Fenrir splitting into two parties, you are more likely to face the aggressive one, which is responsible for selling Void Weapons.”

Suzuya could tell them the location to load the cargo, and Wanges could create a greater leverage for Suzuya by stopping their expansion plan.
