Since Watamote Yuri lives in Chiba Prefecture, maybe she does not have to go via C1: Circular Motorway in central Tokyo. But she could ride into the coastal "Wangan" motorway via Makuhari bypath and get into C1 from there. I lived in Shibuya at her age and so get into C1 via Shibuya bypath and then into Wangan motorway to attend a few concerts at Makuhari Messe 20 odd years ago. Prodigy and Korn, I remember.
